Every maintenance function needs two kinds of people: those doing the work and those enabling it. Too few enablers, and the craftspeople burn their day hunting parts, waiting on permits, and working from memory instead of a plan. Too many, and overhead costs climb while the people actually turning spanners become a minority of the department.

This ratio makes that balance visible. It is not an argument for cutting support staff; it is a way of understanding your structure clearly enough to defend it, improve it, or explain it to the business.

What it actually measures

Direct personnel repair, maintain, modify or calibrate equipment; they work hands-on, and their time lands on work orders. Indirect personnel support the operation without doing physical maintenance: the supervisors, engineers, planners, schedulers, condition-monitoring analysts, materials coordinators and clerks. The ratio is written as X:Y, direct to indirect, with regular contractors counted as full-time equivalents on whichever side they actually work.

How to work it out

Direct to indirect ratio = Direct personnel / Indirect personnel

A department with 168 direct craft workers and 65 indirect support staff:

Ratio = 168 / 65 = 2.6:1

For every indirect employee, there are about 2.6 craft workers doing hands-on maintenance, squarely within the healthy range.

What good looks like

The recommended best-in-class range is two to one to three to one. Newer, technically advanced facilities can run higher, leaning on automation and analytics to cover ground with fewer hands; older, more support-intensive assets may justify a lower ratio. A well-balanced organisation always has noticeably more direct than indirect staff, and when indirect headcount starts growing out of proportion, it is often a sign that the processes themselves have become inefficient, needing ever more administration, coordination and oversight just to keep functioning.

Why a number outside the band is not a verdict

It is worth resisting the urge to read this ratio as a simple good-or-bad gauge, because the same number can mean opposite things. A high direct-to-indirect ratio looks lean and efficient, but stripped too far it can mean a plant with no planners, no reliability engineers and nobody preparing the work, which is exactly the structure that keeps a plant reactive. A lower ratio looks top-heavy, but a mature, proactive organisation deliberately invests in planning, scheduling and condition monitoring, and those are all indirect roles that earn their place many times over. The ratio tells you the shape of the organisation; only the context, the age of the assets, the maturity of the systems, the amount of proactive work, tells you whether that shape is right.

Where it can mislead you

  • Leave operations personnel out of both counts entirely. This is a maintenance-department measure.
  • When contractors are a regular part of the workforce, include them as full-time equivalents in both the direct and indirect counts, or the ratio skews.
  • Direct labour usually shows up on work orders and indirect labour in overhead accounts; those accounting conventions are a handy way to check your classifications when you are unsure where someone belongs.
  • A ratio outside the target range is not automatically wrong. Understand the context before you act on it; the right move might be to add indirect roles, not cut them.

The direct to indirect ratio is a quick read on the shape of your maintenance organisation: whether it is craft-heavy and efficient, with support sized to enable the work, or gradually becoming top-heavy with overhead the hands-on team can no longer justify. Read with its context, it is a useful structural check; read as a bare target, it can push you to cut the very roles that make the craftspeople effective.
